Abstract

The article studies the implementation problems and ways of developing the autonomy of universities and academic freedom, which is considered as the most important condition for the sustainable development of the university system and a factor in increasing its competitiveness in Kazakhstan. As a result of the review of scientific works are revealed in the higher education field and an autonomy processes analysis of academic freedom of Kazakhstani universities a number of implementation problems and limitations.
In conclusion of the article defines the ways of developing the autonomy and academic freedom of Kazakhstani universities. The necessity of changing the existing approaches to the strategic management of higher education is emphasized in order to achieve real autonomy and academic freedom by universities.
