The first years of Kazakhstan’s independence are marked by a bifurcation stage for Kazakh science and education. The reforms left a painful mark, interrupting the continuity, and the disappearance of some scientific schools. The state of science is improving due to the competent policy of the Ministry of Education and Science of the Republic of Kazakhstan. The issue of increasing the publication activity of Kazakhstani researchers in international rating journals is often considered in conjunction with wages. The answer to this question is given using a quantitative research method and to confirm the subject of the study, the 2 – criterion of independence between qualitative (categorical variables) was applied. The conducted research has shown that in the period under consideration, an increase in wages is not a panacea for solving the problem. The practical significance of the article lies in its recommendations. The article focuses on the new behavioral economics, which proved that the human behavioral model is not rationality, but irrationality. The article focuses on the moral component, considering the principal-agent problem. An important tool is a scientific curiosity. Only scientific curiosity can motivate to do science, the desire to solve the problem that captured the imagination. To do this, it is necessary to create such conditions as to create moral conditions, to give them a sense of belonging. One of the ideas of the research is reduced to the fact that an academic degree is discounted and loses its value over time if it is not maintained through scientific research.
