Abstract

The article examines the Kazakhstan and foreign experience of the volunteer movement, describes the current problems of the organization in the Republic of Kazakhstan, determines the attitude of young people to volunteerism and the prospects for its further development based on theoretical and empirical analysis. The article considers the history of the emergence, trends in the development of volunteer activity, legal regulation, the activities of international volunteer organizations, the phenomenon of volunteerism abroad.
The discussion of the world’s legislative documents showed the role and place of volunteer activity in the world and in the country. The article analyzes activities of volunteer organizations organized under the auspices of the UN World Organization and UNESCO. The article reveals the essence of the concept of «Asar» as the beginning of the emergence and development of this movement in the country. There are indicated the stages of its development.
In the course of the study, theoretical and empirical methods (questionnaires, questionnaires) were used, the results of which were determined by content analysis. There were analyzed and commented on the results of the study.
