Development of inclusive social policy in Kazakhstan

Abstract

This article examines the current development of inclusive social policy and its positive
impact on the well-being of citizens. An inclusive social policy is a society for all, considering the interests
of all citizens (people with disabilities, children, the elderly, migrants, people suffering from chronic
diseases, youth).
The article considers the need to move away from the policy of targeted protection of the vulnerable
population and move towards an inclusive social policy that postulates and implements social protection
for all based on human rights, in accordance with the Recommendations, ILO No. 202, standards of
accessibility, adaptability, acceptability and gender sensitivity (AAAG). The impact of the media, digital
technologies, in particular e-government on the development of an inclusive society, the availability of
services, including the eradication of inequality in accordance with the Sustainable Development Goals
(SDG) No. 1: end poverty in all its forms everywhere.
This article argues that a better understanding and application of the legal principle of equality and
non-discrimination can help policy makers, social security administrators, and other practitioners improve
inclusiveness in social protection programs. A rights-based approach to social protection is not a buzzword.
As shown in this article, this normative approach can help policy makers design and implement social
protection programs that not only reach the poorest in society, but also respect their dignity and rights.
