The relevance of the article is determined by the fact that at present, due to the expanded opportunities for obtaining education in its various forms and various higher educational institutions, the problem of the quality of educational programs is fundamentally important. This problem is of particular importance in the face of growing competition in the educational services market. The variety of educational programs, the transparency of the results of assessing their compliance with quality assurance standards provide the consumer of educational services with a choice.
Today, the monitoring system covers almost the entire education system of the Republic of Kazakhstan; at the present stage, an important task is to clarify the methodological foundations for monitoring the quality of educational programs, including identifying quality parameters, increasing the objectivity of assessing the information received, and responding quickly to problems.
The article presents the result of studying the possibility of improving the quality of educational programs through an objective assessment of compliance with quality parameters in the process of internal monitoring.
The parameters under consideration are developed using a mathematical apparatus.
The article provides a description of the methodology for calculating the parameters that characterize the quality of the educational program, which determines the real state of the quality of a particular program, identifying its most problematic moments. To conduct monitoring studies using a scheme for the distribution of powers between the subjects making management decisions, an algorithm has been developed to improve the quality of the educational program. The research results obtained based on the use of this control methodology provide new opportunities for developing managerial decisions related to improving the quality of the educational program of higher and postgraduate education in the context of global integration.
